Interestingly, cannabis is illegal in the top two states: Iceland and Zambia. The United States rings in as number three. Considering recent changes in state laws allowing the use of marijuana for both medical and recreational purposes, should we be surprised that our position is so close to the top?

They weren't listed. I am sure that they are still towards the top of the list. I was surprised to see Iceland at the top. Granted I know little about Iceland.
