In 1995, the Fourth World Conference on Women took place in Beijing. This conference was designed to promote women's participation at all levels of decision-making. During the year of the conference, women made up 10 percent of the lower or single houses of national parliaments. In the time following the conference, these numbers slowly increased to 17 percent in 2009.
