Although the ban on chokeholds was made by the NYPD in 1993, chokehold complaints continued to be made. 2013 saw an increase of complaints. With the recent death of Eric Garner by asphyxiation from a chokehold by a New York police officer, the NYPD has come under much scrutiny for excessive force in this case, and in many others.
