A survey of 12 to 17 year olds by the National Survey on Drug Use found that Native Americans, mixed-races, and Whites were most likely to have a substance use disorder--ranging from "substance abuse" to "substance dependency." Blacks are arrested for drug crimes 10x the rate of whites.
