From 1995 to 1998, Canada turned its $32 billion federal deficit into a $2.5 billion surplus. Canada's federal spending as a share of GDP dropped from 22% to about 17.5% during this period and has continued drop since, while U.S. federal spending as a share of GDP has increased.
