New HIV infections are coming in greatest number among black gay and bisexual men and black women due to sexual contact. However, the percentage of diagnoses involving injection drug use have been on the decline. Federal funding for HIV/AIDS has increased, but mostly because there are a growing number of people who need treatment in the Medicare and Medicaid programs.
