While cannabis is still illegal in over 50% of states, the movement for legalization seems to have been picking up speed in the last 2 years. SInce its legalization in Washington in 2012, three other states have followed. It seems that the question has gone from will cannabis be legalized to when will cannabis be legalized. However, these states still live under the constant threat of federal encroachment that will only end once policy is passed at the federal level.
