For several years from 2002, the majority of Americans felt it was the government's duty to ensure that the entire country had health coverage - but this all changed beginning the year that Obama was inaugurated. With the exception of 2011, the paradigm flipped on its head, now with more Americans believing healthcare is not the government's responsibility.
