Women are severely under-represented in Congress. This is not to say that a man could not advocate on behalf of women. Rather, because humans are limited by their own perception and experience is a key factor in the formation of that perspective, a disproportionate exclusion of women from Congress leads to the omission of women's perspectives perpetuating male exceptionalism.
