33 cities ban or are considering banning sharing food with homeless people. Four decided to fine, remove or threaten to jail private groups that serve food to the needy instead of letting government-run services serve food. The bans are instituted to protect government-run programs from dilution. In practice, these places that ban food-sharing are the same ones that criminalize homelessness.
