Between the years of 1995 and 2008, drug offenses seeing dispositions in federal courts routinely numbered higher than federal violent, weapons, and property crimes combined, driving up the number of defendants detained pretrial and ultimately incarcerated over offenses that perhaps could be better addressed outside the justice system.
