Generally shoes made in Vietnam cost 10% more on average than those made in China. And in order to protect BBusEuropean shoemakers and domestic producers the EU has imposed tariffs on Chinese imports of 16.5%, which have made Chinese shoes much more expensive than Vietnamese shoes that are subject to only 9.7%.

Don't be afraid to use an extended label like that in the legend label or the x-axis. The additional wording makes it much clearer for the reader.
