The majority of Americans believe that perpetrators of domestic violence should always be prosecuted, whether or not the victim agrees. Among previous victims of domestic violence, this sentiment is slightly stronger. Interestingly enough, the percentage of Americans that have not been victims at some point in their lives that say it should be up to the victims to prosecute (29%) is very nearly the same number as that of previous victims who say the same (28%).
