The FBI is investigating the relationship between Governor McDonnell and long-time friend, Jonnie Williams, chief executive of nutritional-supplements manufacturer, Star Specific. Williams' company gave $120,000 to McDonnell's campaign, even as it posted its 10th consecutive money-losing year, $22.9 million, in 2011.

Virginia is ranked 47th in state integrity, from its limited ethics and disclosure requirements, poorly enforced or easily circumvented.
