The United States has the highest incarceration rate in the world, with 24% of the world's prisoner population, while only constituting 5% of the global human population. Roughly 1-in-every-32 Americans were held by the justice system in some form. The US spends $74 billion on corrections, an amount that has persistently risen even as crime rates have declined.
