I'm not so sure. I could name a couple of people who are definitely using less than 100%.
It pained me to see that the movie "Lucy" based its entire plot on this misconception.
I think this is very interesting, because I know the movie "Lucy" made a lot of people question how they could use more of their brain.
Can't use more. You can just use what you've got better.
