Congressional approval-ratings have been the lowest recorded for the last four years, yet 90% of incumbents continue to win re-election. Rather, voters are more likely to vote against the president's party, than the party controlling Congress, when the institution's approval ratings is low. This is likely associated with Americans' wide-spread misunderstanding of the fundamental ways in which our government functions.
