The FCC received over 1 million comments on net neutrality, with so many citizens weighing in that they briefly crashed the server. Still, while net neutrality has garnered more comments than any other rulemaking proceeding, Janet Jackson's infamous Superbowl "nip-slip" beats out the open internet for most communications to the FCC.
