In 1956 the Highway Trust Fund was established with revenue generated from a dedicated fuel tax of 3 cents/gallon. Presidents Reagan and Bush Sr. each raised the tax by 5 cents per gallon. In 1993 President Clinton raised it by a little over 4 cents. And there, at 18.4 cents per gallon, it has remained for the last 21 years.
