A first-of-its-kind study has recently been released that addresses a post 9/11 law enforcement strategy known as preemptive prosecution. This aims to target and prosecute people whose religious beliefs and ideology present a threat to national security, but have yet to commit an actual crime. Of the 399 cases since 2001, only 5.8% of the accused posed actual danger.
