Immigration restrictions known as the 3/10 bars have done more to lock unauthorized immigrants in the U.S. than to keep them out. They raised the cost of leaving the U.S. and, predictably, more undocumented immigrants stayed longer and thus increased the size of the unauthorized immigrant population.
