New START, which was entered into force in 2011, places limits on nuclear capabilities for the U.S. and Russia. To abide by the treaty, the U.S. has had to make significant cuts to its nuclear arsenal. Russia, meanwhile, has made few if any cuts and in some areas has plenty of room to grow.
