The Denver Housing First Collaborative is just one of a growing number of small permanent housing communities built to serve homeless populations. As of 2006, Denver reduced spending on health, mental health, substance abuse, shelter, and incarceration by $15,773 per person per year. Similar villages of tiny homes are now popping up in NY, WA, WI, and TX.
