When the Roosevelt Institute’s Bernard L. Schwartz Rediscovering Government Initiative went to New Orleans to examine the young unemployment problem, they discovered that the young generation accepts responsibility for their own futures. Despite high unemployment rates (23%) people between the ages 18 and 24 still believe that success is dependent on their own effort.
