The mechanics of shutdown suggest that there will be few absolute losses, but psychology suggests otherwise. Consumer confidence dips considerably in the months prior to government shutdown, and then takes several months to recover to previous levels. This loss of confidence occurred even in 2011 when there was no shutdown, just a severe threat of a shutdown.
