Nearly identical majorities of blacks and Hispanics believe most people in America are poor because of circumstances out of their control. Whites are evenly divided between "circumstance" and a "lack of effort." Interestingly, women are also over 12 percentage-points more likely to blame circumstance over effort, while more men believe "lack of effort" to be the cause for the poor.
