Overall, roughly eight taxpayers in ten can expect a tax refund, but does the "Matthew Principle" still apply? H&R Block waded through the IRS' data for 2012 and found that modest earners get more refunds, as a percentage of taxpayers, but the highest earners still received the highest refunds after "lending" Uncle Sam their money (interest free)!
