Last week, the Supreme Court ruled against the preclearance provision, in which states historically engaged in minority voter disenfranchisement were overseen by the Justice Department, and in doing so, effectively dismantled the landmark civil rights legislation, the Voting Rights Act of 1965. The effectiveness of the law is self-evident.
