Texas' bill that is all-but-certain to pass the Republican-dominated legislature would impose surgical-center standards on abortion clinics. The 37 that do not comply would be shutdown, forcing women in most areas to travel hundreds of miles to terminate a pregnancy. The Lt. Governor affirmed this the goal of the bill.
