After the 2005 lockout, the NHL introduced two rules that led to an increase in goals. A zero-tolerance policy on any type of obstruction, especially in the offensive zone that led to a NHL record 5.85 power plays per game in 2006. Last year it was 3.27, lowest since 1967. The other was a reduction in the size of goaltender equipment that has also not been enforced. What are your suggestions to increase goal scoring?
