What this chart ignores is that during President Obama's first term, there existed unprecedented obstruction to the Executive's authority to fill vacancies in the executive and judicial branches. As Senate Majority Leader Harry Reid noted, over half of the 168 filibusters in the history of the United States have happened during the Obama. As such, even Senate Democrats who had previously been ardently against invoking the "Nuclear Option," such as Dianne Feinstein and Barbara Boxer-- felt they had no choice but to change Senate rules given Republicans' devotion to their party at the expense of our nation.
