The Foreign Intelligence Surveillance Court (FISC) is a federal court created in 1979 to oversee DOJ requests for surveillance warrants against foreign agents suspected of espionage/terrorism in the U.S. Its powers have evolved to the point that it is often referred to as a parallel Supreme Court. In 33 years, the secretive court has only denied 11 surveillance requests.
