This excellent chart by The National Memo reveals exactly why Senate Democrats-- even those who had previously been ardently against invoking the "Nuclear Option" before, such as Dianne Feinstein and Barbara Boxer-- felt they had no choice but to change Senate rules, and override Republican obstruction, to allow for persisting vacancies in the judiciary and executive branches to be filled. In short, as Sen. Majority Leader Harry Reid noted, over half of the 168 filibusters in the history of the United States have happened during the Obama administration.
