Comparing tax rates on the rich over time can get tricky. Any era's top tax rates only tell part of the story. What matters equally: at what level the top rates go into effect. Analyst Tracey Roberts has just calculated the actual tax rate America's rich have paid since 1913, after factoring in inflation, on their millionth dollar of income.
