From 2005 to 2010, Georgia, Louisiana, North Carolina, South Carolina and the District of Columbia experienced a decline of 20% or more in their infant mortality rates. Historically, these states had notoriously high infant mortality rates. States with the largest declines in infant mortality rates tended to be states with typically higher rates.
