15 -of-24 federal agencies using simple-tracking significantly shortened the average wait-time from request to response. For complex requests, 12 agencies showed improvement. However, this greater emphasis on clearing primary-requests has come at the expense of neglecting appeals-requests, whose rate of backlogged appeals rose to 75% of its requests. Fortunately, one-in-three appeals were successful, compared to only a quarter in 2008.
