By looking at how much the Colts have changed their team and how well they're playing this year--we might be looking at a new dynasty team headed by Andrew Luck. Teams like the Packers, 49ers, and the Seahawks evidently have proven that they can develop players within their programs. However, the Jaguars who have clearly done a lot to fix their losing franchise have still had no luck in the past 3 years.
