Through California's recent 'Yes Means Yes' law, investigations into alleged rape cases on college campuses will no longer consider silence or failure to resist as constituting consent. According to young Americans, it is up to the initiator of a sexual encounter to determine beyond a doubt whether the other person involved is interested.

According to The US Bureau of Justice, the number of rapes has declined 60% since 1993, so I would say that we are at least making progress. It will be interesting to see whether this new law makes a significant difference by reducing the instances of nonconsensual sex.
