Although Mexico's economy was on the right track, neoliberal economic policies that began in the 1980's - and then NAFTA, implemented in 1994 - greatly affected its progress. Arguments that Mexico's pre-'80s growth was unsustainable are challenged by the comparison made here. Had such policies not been adopted, per capita GDP would be close to Spain's and France's.
