By reducing the amount of votes needed to end any filibustering procedures against Presidential nominations in the Executive and Judicial branch, the democratic led senate has effectively prevented the republicans from stalling any of Obama's nominations, barring Supreme Court nominations. The previous amount of 60 votes has been reduced to 51, a number within the party's majority.
