This statistic is horrifying and can be largely attributed to rape often going unreported. Only around 40% of sexual assaults are reported to the police. Policy creation in this area should focus on creating a safe space and mechanism through which victims can come forward, as well as educating people on the importance of coming forward when an assault occurs.
